BS5073:1993 states for Loading Bays that
|
|
|
|
"where the materials to be stored are to be fed to the platform by mechanical means, removable lengths of guard-rails on the outside face of the Loading Bay should be provided and replaced after loading had been completed".
|
|
|
The Construction (Health, Safety & Welfare) Regulation 1996
|
|
|
|
requires that all scaffolds, including loading bays should have the space between the guard-rail and toe board enclosed by means of a brickguard where any materials are stored above the height of the toe board.
|
|
|
|
|
|
|
The potential problem of removable guard-rails, toe boards and brickguards is that they may not be replaced after loading has been completed and serious risk of injury then exists as a result of falling.
|
|
|
|
|
|
|
The prefabricated guard-rail units of a pivotal "up and over" design can, if not lowered to the "down" position, result in the same risks, and additionally could give rise to concern under the Manual Handling Regulations.
